"Kelley had been denied a license to carry a firearm in Texas, a state official said. Texas Gov. Greg Abbott told CNN that Kelley was still able to buy a high-powered rifle from an Academy Sports and Outdoors store in San Antonio."
Maybe there's a problem here that needs to be fixed?
At the Wall Street Journal somebody answered my question:
"Definitely, his conviction for spousal abuse should have disqualified him from legally purchasing a gun. There is a fix that needs put in place here. Military convictions need to be accessible to the database for background checks. By law ANY misdemeanor or felony conviction for domestic violence would disqualify you from buying a gun."
