Biden has been characterized as a moderate Democrat.[400] He supported the fiscal stimulus in the American Recovery and Reinvestment Act of 2009;[401][402] the increased infrastructure spending proposed by the Obama administration;[402] mass transit, including Amtrak, bus, and subway subsidies;[403] reproductive rights;[404] same-sex marriage;[405] and the reduced military spending in the Obama administration's fiscal year 2014 budget.[406][407] Biden supports the Roe v.
