The Environmental Protection Agency’s decision appears to defy a court order that required it to establish a safe drinking-water standard for perchlorate by the end of June.

The policy, which does acknowledge that exposure to high levels of the chemical can cause I.Q. damage despite deciding not to regulate it, could also set a precedent for the regulation of other chemicals, people familiar with the matter said.
