House changes its rules during pandemic, allowing remote voting for the first time in its 231-year history

Democratic leaders say the changes are temporary as the House tries to balance its constitutional responsibility with health risks related to the coronavirus.

The changes would allow proxy voting for roll-call votes in the House and permit members to participate in committee hearings remotely.
