U.S. Immigration and Customs Enforcement said the agency moved the detainees to avoid overcrowding. But a current and a former U.S. official said the primary reason was to skirt rules that bar ICE employees from traveling on charter flights without detainees aboard. Many of the detainees soon tested positive for coronavirus, which spread throughout the Virginia jail, killing one.
