3. There is no explanation for the origin of life and it only happened once – therefore it’s a miracle that requires God. If it happened more than once it would not be a miracle.

The Syrian regime’s relentless assault on the rebel-held area of Eastern Ghouta outside Damascus has spared little, targeting not only hospitals and markets, but also medical rescuers and their families.

Residents and medical workers describe the offensive, backed by Russian airstrikes, as a war of extermination meant to bring the suburb to its knees and force its unconditional surrender. According to the White Helmets rescue group, the sustained attack has already killed more than 250 people since it began Monday morning, including one of their own.

“They are targeting the rescue workers and the hospitals and the emergency equipment and ambulances,” said Sirag Mahmoud, a spokesman with the White Helmets rescuers. “The main goal right now for the Syrian regime is to destroy the civilian infrastructure inside Ghouta."

A person close to the teenager accused of killing 17 people at a Florida high school warned the FBI she was concerned he would “get into a school and just shoot the place up,” according to a transcript of her call with a bureau tip line operator more than a month before the massacre.

The transcript, reviewed by The Wall Street Journal, provides chilling detail about the woman’s efforts on Jan. 5 to warn authorities about Nikolas Cruz’s propensity for violence and his troubled past.

“You know, it’s just so much,” she said on the call. “I know he’s—he’s going to explode.” She said she was making the call because she wanted a “clear conscience if he takes off and, and just starts shooting places up.”

The FBI last week acknowledged receiving such a call. But the transcript, and the stark nature of the caller’s precise warnings about Mr. Cruz’s disturbing actions and volatile temperament, previously hasn’t been made public.

The caller began by saying Mr. Cruz had the mental capacity of a 12- or 14-year-old. She said he had started posting messages on his Instagram account that he wanted to kill himself and she’d alerted police to that threat, but wasn’t sure what happened in that investigation.

More recently, Mr. Cruz “switched it to he wants to kill people,” the unidentified woman told the operator in a somewhat rambling conversation.

“Something is gonna happen,” she said. “Because he’s, he doesn’t have the mental capacity. He can’t, he’s so outraged if someone talks to him about certain things.”

The caller described disturbing behavior by Mr. Cruz, including a propensity for cutting up frogs and, at least on one occasion, a bird.

“He brought the bird into the house,” she recounted. “He threw it on his mother’s kitchen counter and he started cutting it up. He has all kinds of hunting knives. I don’t know what knife he used, though. And he started cutting the bird up, and his mother…said, ‘What’re you doing?’ And he says, ‘I want to see what’s inside.’”

Then the caller said, “That to me would be a red flag.”

She said that at some point Mr. Cruz was due to receive $25,000 a year, apparently from a life insurance policy, and she was concerned he would spend it on guns.

Not all of the caller’s details have been confirmed.

The caller also mentioned that Mr. Cruz dressed up as a ninja or an ISIS fighter.

She provided the usernames for several of Mr. Cruz’s social-media accounts and encouraged the FBI to examine them.

“It’s alarming to see these pictures and to know what he’s capable of doing and what could happen,” the caller said. “He’s [been] thrown out of all these schools because he would pick up a chair and just throw it at somebody, a teacher or a student, because he didn’t like the way they were talking to him.”

The FBI last week issued a statement disclosing that the call wasn’t passed on to its Miami field office for investigation.

“Under established protocols, the information provided by the caller should have been assessed as a potential threat to life,” the FBI said. “The information then should have been forwarded to the FBI Miami field office, where appropriate investigative steps would have been taken.”

The FBI and the Justice Department are investigating why the lead wasn’t followed up.

It was one of a stream of mishaps in which law enforcement appears to not have followed up on warnings about Mr. Cruz.

WASHINGTON—The Trump administration on Friday levied what it called its largest ever North Korea sanctions package, hitting dozens of shipping and trading companies as it seeks to further cut off foreign-currency revenues keeping the nuclear-armed regime afloat.

The administration sanctioned nearly 60 companies and ships and one individual it says are aiding North Korea in its efforts to evade an international ban on coal exports and fuel imports. Those efforts help leader Kim Jong Un maintain power as he pursues a intercontinental ballistic missile that can target America’s mainland.

Friday’s effort is part of a broader U.S. “maximum pressure campaign” meant to force Pyongyang to the negotiating table and persuade North Korea to give up its nuclear weapons and long-range missiles. After a battery of ballistic missile tests by North Korea over the last two years, the U.S. has been able to prod the United Nations Security Council to ratchet up global sanctions against North Korea, banning much of the country’s trade.

“This will significantly hinder the Kim regime’s capacity to conduct evasive maritime activities that facilitate illicit coal and fuel transports, and erode its abilities to ship goods through international waters,” said Treasury Secretary Steven Mnuchin.

“We know they are feeling the pressure,” a senior administration official said. Friday’s action is meant to send a message to Mr. Kim that there is “no other path for him to take than denuclearization.”

Despite its success at the U.N., the U.S. has still struggled to get several key U.N. members, notably China and Russia, to fully enforce the sanctions. The U.S., for example, asked a U.N. sanctions committeeto list 18 ships as sanctions violators, but China prevented 10 of those ships from being designated, officials disclosed Thursday. The sanctions committee operates by consensus, so China effective has a veto over what ships get listed.

As a result, the U.S. is also taking unilateral action in sanctioning ships, companies and their owners, as it has in the past against Chinese banks and other firms. The ships and companies are registered, located or flagged in North Korea, China, Singapore, Taiwan, Hong Kong and several small nations known as maritime havens.

The ships the Treasury Department designated Friday include a vessel China blocked the U.N. from listing in December as a sanctions violator: The Sam Jong 2, whose registered owner is a Chinese company.

As much as U.S. officials are touting the effectiveness of their sanctions campaign, U.S. intelligence officials have said Mr. Kim is so wedded to his nuclear weapons and missiles that he is unlikely to give them up.

Treasury also issued an alert about deceptive North Korean shipping practices, noting the example of the Kum Un San 3. The Wall Street Journal disclosed in January that the North Korean-flagged vessel had been photographed trying to hide its identity by painting over hits name and displaying a false name on its stern.

Among the ships sanctioned Friday by the Treasury Department is the Koti, a Panama-flagged vessel that has been impounded by South Korea.

Before being impounded, the Koti was involved in a ship-to-ship transfer, possibly of oil, with the Kum Un San 3.

The U.S. is also considering additional enforcement measures, including having the U.S. Navy stop and inspect ships believed to be carrying prohibited cargo to and from North Korea, a procedure naval officials call “hail and query.” One new law the administration will soon start enforcing is a ban on accepting ships into U.S. ports that have visited other ports that have allowed entry to sanctioned ships. That, say analysts, could have a far-reaching ripple-effect that should further restrict North Korea sanctions evasion.

Administration officials say the sanctions have hurt the North Korean economy. In an apparent effort to conserve fuel, North Korea has scaled back its annual winter maneuvers, which run from December through March.

Christopher Ford, a senior State Department official on nonproliferation issues, said economic sanctions have also been constraining North Korea’s nuclear and missile programs.

“We think it has affected their mass destruction military programs, making it harder and more painful for them to advance them,” Mr. Ford said Thursday.

A “world-wide threat assessment” by U.S. intelligence agencies issued this month said Pyongyang would likely continue its missile tests as it seeks to develop the means to strike the U.S. with a nuclear weapon.

“In the wake of accelerated missile testing since 2016, North Korea is likely to press ahead with more tests in 2018,” the report said. The efforts that Pyongyang is making on its nuclear and missile programs, the report added, “suggests the regime doesn’t intend to negotiate them away.”

A rusted piece of airplane landing gear discovered wedged between a mosque and an apartment building and believed to be from one of the hijacked planes that destroyed the nearby World Trade Center on Sept. 11 has been confirmed as coming from the type of Boeing jet used in the attacks.

NBC 4 New York first reported the discovery of the plane last week.

Police said Saturday that detectives had been in contact with officials at Chicago-based Boeing Co. who confirmed the wreckage was from a Boeing 767. Police have said the landing gear had a clearly visible Boeing identification number.

The American Airlines and United Airlines planes hijacked by Islamic extremists in 2001 were Boeing 767s. Boeing spokesman John Dern said he could not confirm whether the ID matched the American Airlines plane or the United Airlines plane.

Workers discovered the landing gear part on Wednesday between a luxury loft rental building and a mosque that in 2010 prompted virulent national debate about Islam and freedom of speech because it's just blocks from ground zero.

On Saturday, yellow police tape blocked access to a metal door that leads to the hidden alley behind the planned Islamic community center, known as Park51.

The medical examiner's office plans to search for Sept. 11 human remains in the alley.

The ME's spokeswoman, Ellen Borakove, said the area first will be tested as part of a standard health and safety evaluation for possible toxicity. She said sifting for human remains is to begin Tuesday morning.

Retired fire department Deputy Chief Jim Riches, who lost his son in the terrorist attacks, visited the site on Saturday. He said the latest news left him feeling "upset."

"The finding of this landing gear," he said, "just goes to show that we need federal people in here to do a comprehensive, full search of lower Manhattan to make sure that we don't get any more surprises," as happened in 2006 when body parts were discovered in nearby sewers and manhole covers.

Of the nearly 3,000 victims, Riches noted, about 1,000 families have never recovered any remains.

The NYPD has declared the alley a crime scene where nothing may be disturbed until the medical examiner's office completes its work. It's unclear how long that may take, Borakove said.

The piece of wreckage was discovered by surveyors inspecting the planned Islamic community center on behalf of the building's owner, police said.

The twisted metal part — jammed in an 18-inch-wide, trash-laden passageway between the buildings — has cables and levers on it and is about 5 feet high, 17 inches wide and 4 feet long, police Commissioner Raymond Kelly said Friday.

The commissioner noted that a piece of rope intertwined with the part looks like a broken pulley that may have come down from the roof of the Islamic community center.

When plans for the center became public in 2010, opponents said they didn't want a mosque so close to where Islamic extremists attacked, but supporters said the center would promote harmony between Muslims and followers of other faiths.

The building includes a Muslim prayer space that has been open for three years. After protests died down, the center hosted its first exhibit last year. The space remains under renovation.
